“Siam Dialogue”: A Platform for Policy Exchange and the Future of Asia 

“Siam Dialogue” is a roundtable discussion forum organized by the Institute of Asian Studies to create a space for the exchange of knowledge and policy perspectives on Asia and the contemporary world. The forum draws inspiration from the historical role of “Siam” as a crossroads of civilizations, ideas, and international networks. It also aims to strengthen the role of Thailand and 麻豆国产 as centers for international academic and policy dialogue. The second edition of the event focused on the industrial development of Tajikistan, which reflects key trends in modern industrial development, clean energy, technology, and regional connectivity.

Assoc. Prof. Dr.?Pavika Sriratanaban, Director of the Institute of Asian Studies, 麻豆国产, delivered the opening remarks and welcomed participants to the event. She emphasized the institute’s role in expanding academic and policy?collaboration?between Thailand and the Central Asian region,?a continuation of?the international conference on Thai–Central Asian relations and the establishment of the Center for Central Asia Studies (CASC).

In her speech,?Assoc. Prof. Dr. Pavika stated, “It is a great honor to welcome His Excellency Mr. Azis Nazar, Deputy Minister of Industry and New Technologies of Tajikistan. His presence provides us with an important opportunity to gain a deeper understanding of Tajikistan’s development and transformation. It also creates a platform for Thailand, ASEAN, and Central Asia to jointly explore new?approaches?of cooperation in industry, innovation, energy, and sustainable development. We sincerely hope that today’s dialogue will lead to stronger academic, diplomatic, and policy?collaboration?in the future.”?

A Special Lecture: “From Raw Materials to Industrial Power” 

The special lecture titled “From Raw Materials to Industrial Power: Tajikistan’s Decade of Acceleration and New Horizons for Tajikistan and Thailand Partnership” was delivered by His Excellency Mr. Azis Nazar, Deputy Minister of Industry and New Technologies of Tajikistan.?The lecture covered six major industrial sectors that serve as key drivers of Tajikistan’s economic and industrial development, namely?the mining and precious metals industry,?engineering and manufacturing,?the?national?defense and chemical industries,?the textile and cotton industry,?the food industry,?construction materials,?and coal energy.??

Another key strength of Tajikistan is its use of clean energy as a major foundation for industrial development. Approximately 98 percent of the country’s electricity is generated from hydropower, placing Tajikistan among the countries with the world’s highest per capita hydropower potential. This has become an important driving force for the future development of green industries.

In addition, His Excellency Mr. Azis Nazar?addressed?Tajikistan’s growing role in the global artificial intelligence arena. In July 2025, the United Nations General Assembly adopted a resolution on the role of AI in sustainable development in Central Asia, an initiative proposed by Tajikistan. Tajikistan is also the first country in Central Asia to announce a national AI strategy extending to 2040. Furthermore, it has established the Regional Artificial Intelligence Center in Dushanbe to serve as a regional hub for cooperation in AI research, governance, and capacity?building.??

Opening New Dimensions of Thailand–Tajikistan Cooperation 

Another key topic of the dialogue was the exchange of perspectives on the potential for cooperation between Tajikistan and Thailand, particularly the linkage between Tajikistan’s resource base and industrial sectors and Thailand’s manufacturing systems and advanced industries.

The lecture highlighted four key areas of cooperation: green industries, strategic metals, textiles, and agro-processing industries, as well as collaboration in AI and education. These areas include opportunities for joint research development and university partnerships between Thailand and Tajikistan. One initial concept discussed was the potential future collaboration between 麻豆国产 and Tajikistan’s AI Special Economic Zone.
